COLORADO ASSOCIATION OF TAX APPRAISERS
2005 ANNUAL BUSINESS MEETING MINUTES

 

President Daniel Martinez called the meeting to order at 7:05 p.m.

Daniel welcomed the estimated 240 attendees, noting the increase from the previous 150 members typically attending the Friday morning sessions.

A special moment of silence to recognize the passing of two CATA members was held for Alan Peterson, former Cheyenne County Assessor, and Donna Tague, an employee from Mesa County.

As the meeting continued, dinner was served. The board also took numerous breaks to award door prizes.

Daniel introduced the current board members and recounted the 2005 board's accomplishments in addition to putting the 2005 conference together:
• IRS status as a 501c6 corporation, with NO taxes or penalties due
• 7 Resorts visited in a search for the next CATA Conference with Copper Mountain selected.

Daniel introduced Richard Stahl, President of the Colorado Chapter of the Appraisal Institute, and commented on our new CATA partnership with them in presenting classes to both CATA members and Appraisal Institute members at this year's conference.

Secretary Mike Peterson reported on the successful use of the CATA-log.org website for the distribution of information to the membership and the compilation of the class surveys.

Board Member Andria Collins recognized all the vendors for their donations of door prizes and their assistance in putting on the conference, namely Dave Hawker with Tyler Technologies/ECS for the pizza party, CCI for the lanyards and nametags, CDC/Spatialest for the conference folders, and Apex and Pictometry for their door prizes and participation.

Daniel reported that we had 41 counties represented at this year's conference, and announced and recognized 17 different Assessors who were in attendance. Daniel also thanked the CAA for their support and participation in the conference with their annual donation.

Outgoing Property Tax Administrator Mary Huddleston was recognized for her service and presented with a CATA embroidered denim shirt, which was accepted by Curt Settle from the DPT. The DPT instructors were announced and recognized for their contributions to the 2005 conference and for teaching 18 classes in 4 days, receiving a standing ovation from the members.

Elections of officers were held, with the following members being elected by acclimation:

Board Member Paul Beacom, Adams County
Board Member Raelene Anderson, Weld County

1st Vice President Vern Penton reported on the association's location search for next year's conference, explaining the process and the 7 different resorts visited. Vern announced that Copper Mountain Resort was selected and introduced Pat Neumann from Copper Mountain Resort, who gave a slide presentation on the resort.

Daniel introduced the Guest Speaker, Stewart Leach, Program Administrator for the Colorado Board of Real Estate Appraisers.

Stewart recognized his staff, both past and present for their hard work and efforts. Stewart also recognized CATA for becoming a leader in providing continuing education to appraisers in the state.

Stewart reported on changes coming from the federal level on licensure requirements to take effect in 2008. He also reminded everyone on the changes in place for USPAP, with everyone needing the new 7-hour update class and that after July 1, 2005 any new licensees or license upgrade must complete the new national 15-hour class.

Stewart reported the state is changing test providers from ASI to PSI. He also reported the state is getting a new data processing center, and that this year will be the last year for mailing license renewal notices. It will become the license holder's responsibility to renew in the future.

Stewart commended the counties efforts in compiling more accurate and complete property and sales information, stating it was making appraisers jobs easier throughout the state. He asked that we as appraisers continue with our sales confirmation and keep our data current, accurate and accessible. He stated counties are the front line in combating mortgage and appraisal fraud, in that we are the first ones to see the sales and have been very helpful in providing data to the state regarding fraudulent practices like flipping. Stewart also requested the membership assistance in watching out for Appraiser ID theft.

Daniel presented plaques to outgoing board members Sam Forsyth and Vern Penton for their hard work and participation with the CATA board for the past 3 and 6 years respectively.

The final door prizes were given out and the meeting was adjourned at 10:05 p.m.
