Advanced Colorado Water Law – James Felt – 8 CEH

Advanced Colorado Water Law will be an advanced class with some new subjects.  We will start the day with the ground water rules for the Denver Basin and its possible augmentation plans and the future of Denver Basin ground water.  We will discuss the interplay between oil and gas law and water law, including the coal bed methane produced water rules, and the effect of fracturing, drilling and recycling of disposal water and issues of contamination.  We will then discuss the buying and selling and conveyance of water rights and the appraising of water rights with examples.  We will then turn to the relationship between real estate law and water law relating to ditch easements, springs, reservoirs and geothermal resources.  Hot Topics will conclude our day with discussion including Colorado’s water plan for the future, water users versus endangered species in the Yampa River Basin, the “green revolution” in the Arkansas River Basin, the new sub-districts in the Rio Grande Basin, and updates on the South Platte and Gunnison River Basins.
